Rocksteady did however port Arkham City to PC, which was delayed a month so they could add "detailed textures and improvements" via DirectX 11. In reality, what we got was an extremely broken DX11 version that wasn't fixed for nearly a year, with Rocksteady basically shrugging their shoulders at the whole situation, knowing they made their money back on the console versions. WB launched Arkham Knight knowing full well that Iron Galaxy wasn't equipped to handle what Rocksteady had handed them for the PC port, because they were too focused on - you guessed it - making sure the console versions were solid, so they could make money. So yes, I consider them both equally incompetent.
